LogicalNews प्रदेश के Top 10 जिलाधिकारियों की सूची घोषित, पढ़िए कौन बना Best DM of the Year 2016.

भारतीय प्रसाशनिक व्यवस्था में जिलाधिकारी इक महत्वपूर्ण पद और जिम्मेदारी है, जिले का प्रसाशनिक  प्रमुख होने के साथ जनता की समस्याओं के निराकरण का स्थान भी है,
उत्तर प्रदेश जैसे बड़े राज्य में जहा 25 करोड़ की आबादी और 75 जिले है , हर जिले में औसतन 15 लाख से 75 लाख तक की आबादी है में  जिलाधिकारी की जिम्मेदारी और बढ़ जाती है,
जिले में चल रहे विभिन्न विभागों के कर्मचारियों के बीच समन्वय रखते हुए और उनको सरकार की प्राथमिकता के अनुसार कार्यो में लगाना तथा विवादों के समाधान का काम भी जिलाधिकारी का ही है।
जिला के अंदर की कानून व्यवस्था से लेकर शिक्षा, विकास , राजस्व को चलाना साथ ही राजनीतिक गतिविधियों और सामाजिक कार्यक्रमों का समन्वय भी जिलाधिकारी का काम है।

 क्यों थी जरूरत

ब्रिटिश शाशन के समय गवर्नर जनरल लार्ड कार्नवालिस ने सिविल सेवा की स्थापना की, जिलाधिकारी पद का सृजन इसी समय हुआ जिसका उद्देश्य जिले का सर्वशक्तिमान शाशक बनाना था,
आज के परिप्रेक्ष्य में तब से बहुत खुछ बदल चूका है न ब्रिटिश शाशन है और नाही जिलाधिकारी सर्वशक्तिमान है पर आज भी ये पद प्रशाशन की कुंजी है ,जिलाधिकारी पद को मिली शक्तिया और जिम्मेदारी भारतीय प्रशानिक सेवा IAS के सेवा काल में मिलने वाले सबसे अच्छे पद के रूप में माना जाता है,

इक अच्छा इंसान हर काम को बेहतरीन तरीके से करता है पर जब अच्छे व्यक्ति को पद मिल जाता है तब  जनता और समाज के लिए विकास और सुसाशन का मौका होता है आशा है की यह सूचि बड़े अधिकारियों और सरकार को अच्छे  जिलाधिकारियो का परिचय देगी ताकि सरकार इनकी क्षमताओं का भरपूर उपयोग कर सके,  इसी आधार पर यूपी की जनता से हमने जानना चाहा उनके पसंदीदा 10 जिलाधिकारियों के बारे में ।

 Pattern Of Survey

LogicalNews द्वारा सबसे अच्छे जिलाधिकारी के जनमत संग्रह में हमने 20 दिसंबर से 26 के बीच मांगे अपने पाठकों से  उनके जिलों में तैनात या पूर्व में तैनात रहे जिलाधिकारी के बारे में उनके समर्थकों के वोट ।हमने पोल Survey  के लिए अपनाया Popular vote Pattern जिसमे लोग खुद देते है वोट बिना किसी विकल्प के ,अर्थात हमने जनता पर नहीं थोपे अपने विचार जिसको जितने अधिक वोट मिले उसको ऊँची Rankig,

Votes Collection

अपने पसंदीदा जिलाधिकारी को चुनने के लिए हमारे पाठकों ने तय समय में किये 72000 वोट्स,
वोट्स लेने के लिए हमने सभी Social Media प्लेटफार्म का सहारा लिया, हमने Twitter  और Facebook पर Direct Message के द्वारा या हमारे सर्वर के  व्हाट्सएप्प no +918565866799 पर अपने नाम और शहर के साथ लोगों को अपने पसंदीदा जिलाधिकारी का नाम लिख कर भेजने को कहा ।
लोगों में नेताओ से ज्यादा उत्साह अपने जिलाधिकारी के प्रति दिखा इस तरीके से हमने पाए 72000 वोट्स जिसमे से वोटों का वितरण निम्न रहा-
Whatsapp पर - 68000 वोट्स
ट्विटर पर- 3000 votes और
Facebook पर 1000 वोट आए।


Final Results -( Ranking के साथ किसको कितने मिले Votes)


1. DM बिजनौर श्री जगत राज त्रिपाठी IAS (15854 Votes)

जनमत संग्रह में सबसे ज्यादा 15854 वोट मिले DM बिजनौर श्री जगत राज त्रिपाठी जी को इनको सबसे अधिक 8546 वोट बिजनौर से मिले इसके अतिरिक्त अमेठी, इलाहाबाद, फैज़ाबाद रायबरेली, लख़नऊ कानपुर से बड़ी मात्रा में लोगो ने इनके लिए वोट किये,
अमेठी जिले को बनाने और  बसाने वाले श्री जगत राज जी अभी तक यहाँ के लोगो के मन में है उनकी ईमानदारी, अपनापन और काम के प्रति समर्पण की तारीफ हर वोटर ने की ।

2. DM मेरठ श्रीमती B. चन्द्रकला IAS ( 14677Votes)

मेरठ की DM श्रीमती B चन्द्रकला भी अपने समर्थकों में बहुत लोकप्रिय है अच्छे निर्णय और सभी वर्गों में मजबूत पकड़ के साथ कुशल प्रसाशक व अच्छी Motivation Skills भी रखती है श्रीमती B चन्द्रकला ।
सोशल मीडिया में इनके समर्थको ने देर से इंट्री की 23 DEC को शुरू हुई वोटिंग में सबसे ज्यादा 8678 वोट्स मेरठ से मिले इसके अतिरिक्त शाहजहाँपुर, मथुरा, नॉएडा, बरेली, कानपुर, लख़नऊ और दिल्ली NCR से भी DM साहिबा के समर्थकों ने डाले वोट्स


*नोट*  श्रीमती B चन्द्रकला के वोटों में अन्य से रहा अंतर , मुख्य रूप से सरकारी कर्मचारियों या प्रबुद्ध वर्ग के अतिरिक्त स्टूडेंट्स और युवाओ ने दिए वोट खासकर महिलाओ और स्कूल की लड़कियों ने 23 दिसंबर को क्रैश कर दिया था हमारा सर्वर ।

3. DM वाराणसी श्री योगेश्वर राम मिश्रा IAS (12546 votes)

बाराबंकी और फैज़ाबाद के जनप्रिय जिलाधिकारी रहे और वर्तमान में PM मोदी के संसदीय क्षेत्र के DM श्री योगेश्वर राम मिश्र जी को लोग सर्व सुलभ और सरल सबकी मदद करने वाला मानते है, लोग मिश्रा जी को One  Man Army भी लिखा जो सभी को समझने में समर्थ है ।
श्री मिश्र जी को मिले सर्वाधिक 5432 वोटों की संख्या बाराबंकी से  रही , इसके अतिरिक्त वाराणसी , इलाहाबाद, लख़नऊ और फैज़ाबाद से भी समर्थन में वोटिंग, सुरुवात में सबसे आगे रहे थे पोल में ।

4. DM सीतापुर श्री अमृत त्रिपाठी IAS (8278 Votes)


उत्तर प्रदेश सरकार की मासिक जन समस्याओं के समाधान और विकास योजनाओं के क्रियान्वयन से संबंधित रैंकिंग (ICDS)  में सीतापुर जिले को 7 महीने में No-1 स्थान पर पहुँचाने वाले श्री अमृत त्रिपाठी जी को सीतापुर, लख़नऊ, प्रतापगढ़ , हरदोई और बाराबंकी से मिले वोट्स,
सीतापुर जैसे बड़े जिले को विकास योजनाओं में टॉप पर पहुँचाने के वाले DM के लिए सोशल मीडिया द्वारा चौथा स्थान मिलना अनपेक्षित था पर Statistical Calculations में यही जनता का निर्णय है ।

5. DM जौनपुर भानु चंद्र गोस्वामी IAS ( 5728 Votes)

प्रदेश में जौनपुर ऐसा जिला है जहाँ के सबसे अधिक IAS-IPS पूरे देश में है, ऐसे जिले का प्रशासन चलाने वाले IAS के समर्थक भी अच्छे मात्रा में है, 2009 बैच के अधिकारी श्री गोस्वामी के विषय में लोगो का कहना है की जब कही काम न हो तो DM से जरूर मिलेगी मदद, वाराणसी, सुल्तानपुर इलाहाबाद और सिद्धार्थनगर से अच्छी मात्रा में वोट मिले साथ ही सभी राजनीतिक समाजिक वर्गों का समर्थन मिलता दिखा ।

6. पूर्व DM लख़नऊ श्री राजशेखर* ( 5213 वोट्स)

लख़नऊ और इलाहाबाद के पूर्व DM और वर्तमान में मंडी परिषद् के निदेशक राजशेखर जी अपने अच्छे प्रसासन और सख्त फैसलों के लिए जाने जाते है,
CM अखिलेश के करीबी अधिकारियो में से इक रहे राजशेखर जी के तबादले के बाद लोग सड़क पर उतर आए थे,
बिना किसी दबाव व् पक्षपात के काम को सुलझाने वाले अधिकारी की छवि, लख़नऊ, इलाहाबाद ,इटावा और झाँसी से  समर्थन में हुई वोटिंग ।

7. श्री विजय किरण आनंद IAS* ( 3289 Votes)

उत्तर प्रदेश के निवासी न होकर भी इस प्रदेश को बहुत अच्छे से समझने वाले अधिकारियो में से इक है विजय किरण आनंद, जिलाधिकारी के रूप में कई जिलो में तैनात रहे श्री आनंद के विषय में लोगो ने जिलाधिकारी द्वारा सीधे मदद पहुचाने के बहुत प्रकरण हमको भेजे, उन्नाव,मथुरा शाहजहाँपुर , बरेली, पीलीभीत से VK आनंद के समर्थन में हुई वोटिंग, वाराणसी से मिले बहुत कम वोट्स ।

8. DM आजमगढ़ श्री सुहास LY, IAS* ( 2915 Votes)

जज्बे का दूसरा नाम है सुहास इक पैर  खराब होकर भी दुनिया की सभी कठिनाइयों को जितने वाले सुहास की प्रशसनिक क्षमता का लोहा मानता है LogicalNews, लोगो का कहना है की DM साहब के संज्ञान में आए मामले का निराकरण होगा जरूर,
बीजिंग में 22 से 27 नवम्बर के बीच आयोजित एशियन पैरा बैडमिंटन टूर्नामेंट का गोल्ड मेडल जीतने वाले सुहास उत्तर प्रदेश के लिए इक संपत्ति है, लख़नऊ, गोरखपुर, आजमगढ़ , वाराणसी से वोटिंग।

9. श्रीमती किंजल सिंह IAS* ( 2185 Votes)

यूपी की तेज तर्रार महिला IAS अधिकारियों में शुमार किंजल सिंह के समर्थन में भी भारी उत्साह और वोटिंग , किंजल सिंह के लिए फैज़ाबाद मथुरा और लख़नऊ से वोटिंग ।

10. DM कानपुर कौशल राज शर्मा IAS* (1141 Votes)

कानपुर नगर के जिलाधिकारी श्री कौशल राज जी के समय में लोगो के लिए सरकारी कार्यालयों में कामकाज करवाना आसान हुआ है समर्थन कानपूर नगर और देहात के साथ इलाहाबाद से भी वोटिंग ।
